The history of Charles County Dive Rescue (CCDR) is a testament to the evolving landscape of emergency services, particularly in near-drowning incidents. In the late 1970s and early 1980s, significant medical advancements in resuscitation techniques prompted the recognition of the need for a dedicated dive team in Charles County.

Responding to this imperative, Charles County Dive Rescue was established in 1989, marking the beginning of an organization that would play a crucial role in saving lives in water-related emergencies. In the early 1990s, the team took a significant step forward by becoming associate members of Tenth District VFD, highlighting the collaborative efforts within the emergency services community.

However, by late 1991, the Tenth District VFD's Board of Directors decided to dissolve the relationship between the two entities. Undeterred, Charles County Dive Rescue took a bold step toward independence by securing approval for Articles of Incorporation from the state of Maryland later that year. This move officially established CCDR as an independent emergency service agency, reflecting its commitment to serving the community autonomously.

In the mid-1990s, CCDR sought recognition from the county associations, facing initial challenges with the CCVFA (Charles County Volunteer Firemen's Association). Despite an initial setback, CCDR was accepted as a "Special Committee" of the CCAEMS (Charles County Association of Emergency Medical Services) for two years, demonstrating resilience and determination.

Early in 1997, directed by the CCAEMS, CCDR reapplied to the CCVFA for membership, underscoring its dedication to meeting the highest standards of emergency services. The culmination of these efforts came in late 1997 when CCDR's membership in the CCVFA was approved, solidifying its place within the larger emergency services community.

Taking another significant step forward, CCDR was officially designated as Company 13 in early 1998, a recognition of its unique and vital role in the emergency response infrastructure of Charles County. The journey of Charles County Dive Rescue reflects a commitment to excellence, perseverance in the face of challenges, and a focus on ensuring the safety and well-being of the community in water-related emergencies.
